Stansted has a main terminal and station within a two-minute walk, but the airport is outside London and the UK border can eat up a significant portion of the layover. Shoreditch and Spitalfields are a more controllable urban outlet than the entire centre.
With less than 10 hours, stay in STN. From 11–13 hours Shoreditch can fit if you can enter the UK, your baggage is checked through to the final destination and you reserve three hours to return. Westminster requires more margin.
